Data Governance, Standards, and Interoperability Framework for Farmer Profile and related data in Ethiopia
Acatech Technology has been contracted by the Ethiopian Agricultural Transformation Institute (ATI) , with funding from the Bill & Melinda Gates Foundation, to develop a Data Governance, Standards, and Interoperability Framework for Farmer Profile and related data in Ethiopia. The first phase conducted a national situation analysis, assessing existing datasets, digital ID systems, legal and policy environments, and current procedures for farmer data collection and updates. It also reviewed platform needs such as offline functionality, data quality monitoring, sustainable financing, and strong data security.
The ongoing development phase is delivering key outputs, including a Farmer Data Sharing Policy, Farmer Data Collection and Quality Guidelines, and Compliance, Privacy, and Security Guidelines. These define data classification, access rules, consent management, and shared vocabularies to support responsible data use. The work further includes designing a Farmer Data Interoperability Framework to enable smooth data exchange across agricultural systems, supported by a National Agricultural Interoperability Layer (NAIL), standardized APIs, federated identity management, and processes for interoperability testing and certification.

Ethiopian National Agricultural Data Hub
Ethiopian National Agricultural Data Hub Supported by the World Bank Group through the AICCRA project . The platform consolidates fragmented agricultural data from over 15 government institutions and external sources into a unified, accessible, and interoperable data ecosystem.
This platform provides unified access to national agricultural dataset including soil, livestock, irrigation, and crops while supporting data acquisition, curation, integration, harmonization, and visualization. Co-designed through multi-stakeholder engagement, it automatically collects and standardizes data from partner institutions using APIs.
The system has successfully completed user acceptance testing and was validated during a national workshop. It was officially showcased at the Agriculture and Science Exhibition in the presence of H.E. Dr. Abiy Ahmed and is recognized in the Digital Agriculture Roadmap as a key national digital public good.

National Ethiopian Soil Information System
The National Soil Information System (NSIS) , developed by Acatech for the Ethiopian Ministry of Agriculture (MoA), provides an integrated web-based platform for soil and agronomy data management. It enables users to visualize and analyze soil data spatially and supports standardization across data providers.
• Serves as a national data exchange platform for soil information.
• Facilitates standardized data sharing and harmonization among contributing institutions.
• Includes interactive GIS visualization and data query tools for decision support.
• Supports metadata standards and integration with the Agricultural Data Hub.

Farm Management Information System (FMIS) – Early Generation Seed Farming
Acatech designed and implemented of Ethiopia’s first Farm Management Information System (FMIS) for Early Generation Seed Farms under EIAR, following a national feasibility study. The solution combines a web-based MIS with a mobile application to enable real-time, farm-level data collection and management, including block registration, input tracking, machinery use, labor, and climate information adapted to Ethiopian conditions.
The system was deployed at two EIAR research centers, enhancing operational efficiency and data quality through standardized workflows and offline data capture synchronized to a central platform. Comprehensive training supported researchers and field staff in data-driven decision-making, with technical and financial support from multiple development partners.

Ethio Seed System
Developed for the MoA, the Ethio Seed System manages Ethiopia’s seed production and distribution workflows. It tracks seed producers, suppliers, and transactions across the value chain.
- Manages multi-level data (regional, woreda, national).
- Provides real-time dashboards, analytics, and visualizations.
- Enables traceability and transparency in the seed sector.
- Integrates with other MoA data systems through open APIs.

Digital Repository, ILMS and Discovery System
Acatech has delivered Integrated Library Management System (ILMS) and Digital Repository Solutions for Abrehot Public Library .

Ethiopian Policy Studies Institute (PSI) – RESEARCH DATA MANAGEMENT
The PSI-Research Data Platform is a digital platform developed for the storage, management, sharing, and preservation of PSI research data. It provides a structured environment where researchers can deposit datasets, ensuring accessibility, security, and long-term availability. Key Features of the platform: Organizes and secures research datasets for long-term use , Ensures proper data description for discoverability and usability, Access & Sharing: Supports open or restricted access, enabling collaboration and data reuse , Ensures data integrity, backup, and adherence to FAIR (Findable, Accessible, Interoperable, Reusable) principles , Tracks dataset versions and provides DOIs (Digital Object Identifiers) for proper citation.
Soil and Agronomy Data Portal & Capacity-Building Training
Acatech has developed a Soil and Agronomy Data Portal and provides training to users on effective utilization of the system. The portal is designed to improve access, management, and use of soil- and agronomy-related datasets to support data-driven decision-making.
Key Features of the system are Supports multiple data formats, Data analysis and visualization capabilities, Aligned with FAIR Data Principles (Findable, Accessible, Interoperable, Reusable), Harvesting APIs for automated data integration, Secure authentication mechanisms and administrative dashboard for data quality checks and user management
